I'm told that Beijing and Shanghai are sometimes referred to as 帝都 didu and 魔都 modu, imperial city and city of magic. Perhaps that's why Shanghai is full of posters celebrating 中国梦 zhongguomeng (Chinese dream) while in Beijing at every turn you encounter a different government campaign, the core values of socialism 社会主义核心价值观.
Does anyone actually notice them?
